Annual Operating Budgets
The budget serves as a policy document for the City of Ontario as it reflects the City Council’s emphasis on community goals and programs that strive to enhance the quality of life. Ultimately, the budget communicates who we are and what we do, and is directed to a wide audience including citizens, the business community, and staff. The on-going challenge for our City is to make a positive difference to the citizens of Ontario even in times of constrained fiscal resources.
The Operating Budget is well-balanced and reflects the City Council’s continued commitment to foster steady, controlled growth and provide the highest level of service to the community within the City’s fiscal constraints. Under the direction of the City Council, the adopted fiscal plan cautiously and prudently allows for fluctuations in revenue and expenditures and ensures flexibility to respond to urgent needs and events that may arise.
This Operating Budget provides an overview of each of the City’s operational units and describes the activities and programs included in the budget for the upcoming year. The Operating Budget reflects an emphasis on continuing to build a strong community and improving the quality of life for Ontario residents, businesses, and visitors.
Annual Comprehensive Financial Reports
State law requires that all general-purpose local governments publish, within six months of the close of each fiscal year, a complete set of financial statements presented in conformity with generally accepted accounting principles (GAAP) and audited in accordance with auditing standards generally accepted in the United States of America by a firm of licensed certified public accountants. Pursuant to that requirement, we hereby issue the annual comprehensive financial report of the City of Ontario for the fiscal year ended June 30th of each year.
This report consists of management's representations concerning the finances of the City of Ontario. Consequently, management assumes full responsibility for the completeness and reliability of all of the information presented in this report. To provide a reasonable basis for making these representations, management of the City of Ontario has established a comprehensive internal control framework that is designed both to protect the government's assets from loss, theft or misuse and to compile sufficient reliable information for the preparation of the City of Ontario's financial statements in conformity with GAAP. Because the cost of internal controls should not outweigh their benefits, the City of Ontario's comprehensive framework of internal controls has been designed to provide reasonable rather than absolute assurance that the financial statements will be free from material misstatement. As management, we assert that, to the best of our knowledge and belief, this financial report is complete and reliable in all material respects.
